NSA Prof. Tom Johnson has co-authored a new article on Afghan electrons with Ronald J. Barnhart for the April 2020 edition of the Journal of Asian Security and International Affairs. The article, “An Examination of Afghanistan’s 2018 Wolesi Jirga Elections: Chaos, Confusion and Fraud,” focuses on Afghanistan’s “democratic” electoral processes and procedures. The authors closely examine fraud, the results, and other aspects of the election for the 2018 Wolesi Jirga (Afghan lower house of parliament). The authors paint a distressing and bleak picture of Afghan democracy. According to the findings, 26 legislators received less than one percent of the vote, and only 23.5 per cent of Kabuli voters voted for a winning candidate. The already restricted Afghan environment is further hindered by operational mismanagement by the Independent Election Commission throughout the electoral process. The single non-transferable voting system again proved to be a disaster resulting in the vast majority of Afghans voting for losing candidates and winning candidates receiving few votes.
